I honestly think that their is some sort of varible needed to pass to the .php script. like /nobin.php?bazaar=cookie or something similar, but that doesnt work (yet).
I cleared my internet cache and have reloaded the page to see if it is setting any internet cookies, no luck there. Another possibility is that it is looking for a internet cookie from another site that would already be in your cache. But no clue on where to get that.
The tile posses a question too, which is odd...
