That's pretty funny. You can also see topless men at that car wash, not just women. "Guys who want more than one car wash are sent packing."
In 1996, a woman in Guelph, Ontario, Canada was charged with walking topless. After being taken to court, the provincial court decided that women have a right to go topless as long as it's not for commercial or sexual purposes.
We can only go topless here in Ottawa at outdoor pools and at the beach.
